INCENTIVES FOR LIGHT VEHICLE FLEET ELECTRIFICATION PROJECTS

Today, December 18, Order TED/1478/2025, of December 17, was published in the BOE, which establishes the regulatory bases of the incentive program for light vehicle fleet electrification projects (MOVES Flotas Plus Program), within the framework of the Recovery, Transformation and Resilience Plan, funded by the European Union-NextGeneration.

Key aspects

• Objective: accelerate the decarbonization of transport through the renewal of fleets towards electric or very low-emission vehicles (< 50 g CO₂/km).
• Centralized management: the program is managed directly by the IDAE.
• Beneficiaries: companies (SMEs and large), institutional public sector, consortia and business groups with activity in at least two Autonomous Communities.
• Eligible projects (minimum 10 vehicles):

• purchase of electric vehicles,
• installation of charging points associated with the fleet,
• fleet management systems,
• vehicle retrofitting,
• feasibility studies.

• Type of aid: non-repayable grant, in competitive competition.
• Aid limit: up to 5 million euros per beneficiary and call.
• Compatibility: not compatible with MOVES III 2025 or other programs with the same purpose.
• Key terms:

• calls until December 31, 2028,
• aid granted before 31 August 2026 (PRTR),
• Project execution: 18 months (extendable up to 24).

• Mandatory compliance with the DNSH principle (do not cause significant harm to the environment).
