INCENTIVES FOR THE INSTALLATION OF PUBLIC ACCESS CHARGING INFRASTRUCTURE FOR LIGHT ELECTRIC VEHICLES

Today, December 18, Order TED/1477/2025, of December 17, was published in the BOE, which approves the regulatory bases of the incentive program for the installation of public access charging infrastructure for light electric vehicles in Spain (MOVES Charging Corridors Program), within the framework of the Recovery, Transformation and Resilience Plan, funded by the European Union -Next Generation EU.

Key aspects

  • Main objective: to eliminate the so-called "shadow sections" and ensure compliance with AFIR Regulation (EU) 2023/1804, which establishes:
  • a charging station every 60 km,
  • with high minimum powers (400–600 kW in basic network).
  • Scope of action: basic and global RTE-T network throughout the State.
  • Centralized management: the program is managed directly by the IDAE, not the autonomous communities.
  • Beneficiaries: public or private charging point operators (CPOs).
  • Type of aid: non-repayable subsidies, in a competitive bidding system.
  • Aid intensity: up to 70% of the eligible cost , with:
  • limit of €15 million per project and beneficiary,
  • 5% bonus if the equipment is of EU origin (Net Zero Industry Act).
  • Key deadlines:
    • concessions before August 31, 2026 (PRTR),
    • execution of projects up to 36 months (extendable up to 42),
    • possible calls until December 31, 2028.
  • Strict compliance with the DNSH principle (do not cause significant harm to the environment).
