Repeal of Royal Decree-Law 7/2025 on urgent measures to reinforce the electricity system

Content of the repealed decree

The legislative text, drawn up based on the recommendations of the Electricity Crisis Analysis Committee of April 28, 2025, was divided into three main areas:

  1. Resilience of the electrical system. It included measures to strengthen supervision, verification of regulatory compliance and data transparency, as well as to improve voltage control and damping against grid oscillations.
  2. Storage and flexibility. The development of new capacity mechanisms and emergency groups was contemplated, with the aim of providing the system with greater flexibility and response capacity in the face of situations of tension or imbalance.
  3. Electrification. It included actions to optimize the use of existing networks and adapt planning to the new needs arising from industrial electrification, electric mobility and air conditioning. It also included measures for the re-powering of existing installations, the orderly deployment of renewables, flexibility between individual and collective self-consumption, the creation of the Self-Consumption Manager and the extension of the connection radius to five kilometers.

Chronology of events

  • June 24, 2025: approval of the Royal Decree-Law by the Council of Ministers and immediate entry into force.
  • July 22, 2025: Congress rejects its validation in plenary session.
  • July 24, 2025: publication in the BOE of the repeal agreement.

Expected impact

The repeal of the decree has a potentially significant impact on the energy sector. It is estimated that up to 3 billion euros are at risk in renewable investments and the possible loss of guarantees and permits for projects totaling up to 5 GW of power, with future investments estimated at 200 billion euros. It is also expected that the electricity bill for electro-intensive industries will increase by between 3% and 12%.

Several business associations and the energy sector had previously warned of the negative consequences that the non-validation of the decree could entail, both in terms of security of supply and investor confidence in the energy transition process.

Current situation

With the official publication of the repeal on July 24, 2025, the regulatory framework returns to the scenario prior to the approval of the Royal Decree-Law. All temporary measures that sought to strengthen the electrical system and promote electrification are therefore without effect.
