This year, the Generalitat will inspect more than 760 establishments with a potentially high environmental impact

Territory and Sustainability approves the Integrated Environmental Inspection Program 2021 which provides for 767 scheduled inspections to verify the degree of compliance with the environmental permits of the facilities.

Unscheduled inspections will also be carried out to verify the cessation of activities, to investigate complaints, accidents and incidents or to check the correctness of non-compliances declared in previous inspections.

The Department of Territory and Sustainability, through the General Directorate of Environmental Quality and Climate Change, has approved the new Integrated Environmental Inspection Program for 2021.

This year 767 establishments classified in four groups of activities will be inspected:

  • Industrial / energy (258) as combined cycles for the production of electricity, oil refineries, cement manufacturing, stained glass, basic chemical industry, foundries, textile industry, or agri-food industry.
  • Waste management activities (88).
  • Controlled landfills (24).
  • Large livestock farms (397) for raising laying hens, fattening pigs and breeding sows.

The inspections will allow to verify the degree of fulfillment of the prescriptions and the determinations fixed in the environmental authorizations of the selected establishments.

The criteria for selecting these establishments are based on an assessment of their risk, taking into account the levels and types of emissions, the sensitivity of the local environment, the risk of accidents, the history of compliance with the authorization, and the participation in the EMAS environmental management system.

This year, the program will again reduce the risk category assessed for those establishments registered in the EMAS system that in recent inspections have proven satisfactory or adequate compliance with the environmental permit. This reduction in the risk category (criterion introduced in 2018) leads to a reduction in the frequency of inspections.

On the other hand, unscheduled inspections will be carried out to verify the cessation of activities, to investigate complaints, accidents and incidents or to check the correctness of non-compliances declared in previous “scheduled” inspections.

The reports of the inspections are public, with the only limitations contained in the regulations governing the right of public access to environmental information. The reports of the inspections carried out between 2014 and 2019 are currently available on the website. The completed reports for 2020 can also be consulted.

Integrated environmental inspection plan 2020-2022

The new Program is executed in the framework of the implementation of the Integrated Environmental Inspection Plan 2020-2022 taking into account the experience gained during the implementation of the previous plans - Inspection Plan 2014-2016 and Inspection Plan 2017-2019–, in the framework of which more than 4,300 environmental inspection actions have been carried out. It also remains consistent with European policies inspired by the Industrial Emissions Directive (Directive 2010/75 / EU of 24 November) and the European Parliament's Recommendation on minimum criteria for environmental inspections (Recommendation 2001/3312, of April 4).

The 2020-2022 Plan covers the monitoring and environmental surveillance of 1,565 establishments, all those authorized in Catalonia that are classified in Annex I.1 of the environmental prevention and control regulations (Law 20/2009, of 4 December), which are considered to be of potentially high environmental impact.
