Manifesto for a safer society

DECLARATION OF MAY 7, 2010 IN DEFENSE OF THE PHYSICAL INTEGRITY AND SECURITY OF PEOPLE WITH THE PROFESSIONAL VISA


On the occasion of the Draft Royal Decree on professional visa obligations for professional work, derived from Law 25/2009, of December 22 (Omnibus Law), circulated on April 30, which seriously threatens quality assurances and Citizens' security, Engineering and Architectures, we express our strong opposition to the decision to restrict the visa to the collegiate and declare that:


1. The collegial visa is the most convenient and economic instrument of control, as it provides a specialized control that guarantees security and reduces, with the principle of solidarity, the very high costs of individual insurances, and their amounts They are redistributed in the form of services that only Professional Associations can provide.

2. The Engineering and Architectures represent more than 700,000 professionals who work to achieve the best conditions for QUARANTA-FIVE MILLIONS of workers and users, ensure the safety of people and the protection of our environment and manage and develop technologies and companies in all the sectors of activity, constituting the true motor of the economic development, being leaders in the productive sectors of this country.

3. The impact of the cost of the visa barely reaches 0.03% of the executions associated , so that the economic saving that supposes its abolition is minimal. In addition, the Colleges constitute the only element of the Administration that has successfully implemented telematic procedures, which make the processing of information as easy as possible.

4. The Colleges we care about the professionals, offering a Responsible Civil Liability Insurance , at a minimum cost, and reinvesting the cost of the visa in activities that reverse in our society and the protection of our environment, through continuous training and specialized, publication of studies, commitment to new technologies, etc.

5. The Government has made a tendentious and irresponsible development of the Omnibus Law without measuring the consequences, since without a visa a whole system of guarantees of the work of engineers and architects, which works at a very high level, will be dismantled. This radical change in concepts will lead us to a savage deregulation and to the practice of intrusion and simply obeys a mere political and economic question, insufficiently sustained.

6. With this Royal Decree, the Government does not propose alternative mechanisms of guarantees which will leave without efficient and specialized instruments of control to the competent administrations, entorping and in charge of the procedures for obtaining authorizations and licenses. With this, the opportunity to improve the control system is being lost by incorporating all the knowledge about the national and international reality in the technical environment, which for years the Colleges have acquired.

7. The society demands the professional visa. 74% of Spaniards think, according to a specialized study of Sigma, eliminating the obligation to visa the projects and projects of engineering and architecture will harm their safety and quality; This percentage rises to 92% when it comes to stressing that the schools would have to see all the technical work in the field of their actions.

8. The absence of serious damages or claims in almost all the professional services in the last fifty years proves the effectiveness of this control system that is being attacked without any real justification.

9. We demand that the reasons of weight exhibited by the professional colleges in eagerness of loyal collaboration with the Ministries of Development, Industry, Environment and Housing be heard and taken into account, something that we have so far denied.

10. We propose the postponement of the approval of the Royal Decree and the opening of a bilateral debate between ministries and professional colleges, given the importance of the subjects that are intended to be modified by Royal Decree.
