NEW VERSION OF THE UNIFIED TOOL FOR VERIFICATION OF THE DB-HE 2019. APRIL 2026

This new version ( 2546.1182 of April 21, 2026 ) corrects two detected errors: inconsistency between the scale ranges and the value of the indicator and the correct application of HE0 and HE1 requirements in cases of change of use greater than 50m2 and renovations of more than 25% with change of systems.

For the verification of the DB-HE 2019, a document can be written in any other format as long as it includes the verification of all the necessary data and is signed by the responsible technician. It is not necessary to use the Unified tool to perform the calculations necessary to check the verification; other IT tools that follow the calculation procedure included in the DB-HE 2019 and in the recognized document can be used.   However, in the scope of application of energy certification, the procedures for the energy efficiency qualification of a building must be recognized documents and be registered in the General Registry.

The sections of the DB-HE 2019 that the tool allows you to check are:

3.1 and 3.2 of section HE0;

3.1.1.3, 3.1.1.4, 3.1.2 and 3.1.3.3 of section HE1;

3.1 of section HE4;

3.1 of section HE5.

The rest of the DB-HE requirements must be verified through other procedures.

The program generates the Building Energy Certification report in PDF and XML format, with the information necessary for its registration.

This version of the tool allows the import of files from previous versions, requiring in some cases the checking or updating of existing data, or the incorporation of new data.

For those works for which a municipal works license is requested before the mandatory application date of Royal Decree 732/2019, both this new version of the DB-HE and the previous version of the document (version 1.0.1564.1124 with update date March 3, 2017) can be applied to carry out the checks according to each version of the DB-HE.
