AWARD OF AID TO VARIOUS PROGRAMS

On December 13, Order TED/1444/2025, of December 11, was published in the BOE, which modifies the regulatory bases of various aid programs, within the framework of the Recovery, Transformation and Resilience Plan.

Affected programs (main)

• Unique biogas projects.
• Renewable heating and cooling networks.
• Community Transformation Offices (energy communities).
• Wind power repowering, mini hydroelectric power plants and blade recycling.
• Hybrid energy storage with renewables.

Key changes

• Extension of the validity of the regulatory bases (mostly until December 31, 2028 , and in some cases until 2029 or 2030).
• Possibility of reinvesting unexecuted budget beyond 2026.
• Modification of the composition of the technical assessment committees , guaranteeing a majority of IDAE staff or independent experts.
• Autumn in:

• Execution deadlines and extensions,
• evaluation criteria,
• guarantee regime,
• causes of reinstatement.

• Reinforcement of compliance with the DNSH principle (do not cause significant harm to the environment).

Ensure effective, flexible and compliant execution of Next Generation EU funds, especially in projects linked to the energy transition.
