SARA AAGESEN ANNOUNCES 465 MILLION FOR SPANISH PROJECTS IN THE UPCOMING EUROPEAN HYDROGEN AND INDUSTRIAL HEAT AUCTIONS

  • Announces the contribution of an additional 415 million to the European Hydrogen Bank's Community Auctions as a Service (AaaS) scheme to finance new national green hydrogen projects.

The Vice-President of the Government and Minister for the Ecological Transition and the Demographic Challenge announced yesterday a new participation of Spain in the European Auctions as a Service (AaaS) mechanism of the Innovation Fund activated by the European Hydrogen Bank to facilitate the deployment of this strategic vector throughout the EU and in the participating countries. The Spanish contribution on this occasion will be 415 million euros to finance new national projects for the production and use of renewable hydrogen. In addition, Spain also joins the AaaS scheme within the first European auction of industrial heat, with a voluntary contribution of 50 million that will finance initiatives to decarbonize thermal processes in industry.

With the Spanish participation in the Renewable H2 AaaS, it is expected to achieve the objective of granting 100% of the funds to promote this vector assigned to the Institute for Energy Diversification and Savings within the framework of the Recovery, Transformation and Resilience Plan (PRTR). This will be the second Spanish contribution, after the participation in 2024 with a budget of 376.9 million.

In the case of the industrial heat auction, the first of its kind launched by the European Commission, the Spanish involvement seeks to support projects for the electrification of industrial heat (heat pumps, resistive heating, plasma, etc.), direct renewable heat (solar thermal or geothermal solutions), or hybrids combining electrification and renewable heat. These are different types that are already promoted through aid lines within the PERTE ERHA and the PERT for Industrial Decarbonization.

Spain's new contribution to the European Hydrogen Bank AaaS will be distributed in two of the three baskets or topics contemplated in the Terms and Conditions of the third European Hydrogen Bank auction. 278.6 million will be allocated to Topic #1 (production of renewable hydrogen of non-biological origin, RFNBO) and 136.4 million to Topic #3 (supporting the production of RFNBO hydrogen limited to projects covering the maritime and aviation sectors with RFNBO).

Regarding the maximum grant per project submitted, the limit will be the national budget available for each topic. In the event that the budget for one of the two topics is not awarded in full, a national budget transfer between the two is contemplated.

Within the industrial heat auction, 30 million will be dedicated to the low temperature (100-400 ºC) and low power (3-5 MWt) topic and 20 million to the low temperature (100-400 ºC) and medium power (> 5 MWt) topic.
