MITECO ACTIVATES A NEW AID PACKAGE VALUED AT €2,000 M TO ACCELERATE DECARBONIZATION AND INDUSTRIAL COMPETITIVENESS

The Ministry for the Ecological Transition and the Demographic Challenge has announced the launch of a new public aid package worth 2 billion euros, aimed at promoting the energy transformation of the Spanish economy. This program complements the actions of the Recovery, Transformation and Resilience Plan (PRTR), but with a broader horizon and aligned with the new European CISAF framework , which allows projects to be executed until December 2028.

According to Vice President and Minister Sara Aagesen, this new package "will allow us to continue a model that combines decarbonization, innovation and industrial growth, consolidating Spain as a European benchmark in sustainability and technological modernization."

A program structured around four major strategic axes

  The aid will be deployed through specific calls associated with four priority areas:

Axis 1 | Reinforcement of the renewable industrial value chain

With a total allocation ranging between €850 and €1,000 million, resources will be allocated to:

  • Projects for the national manufacture of renewable equipment : photovoltaic panels, wind turbines, electrolyzers, heat pumps, etc. (300–350 M€)
  • Adaptation of port infrastructures of general interest to the deployment of offshore wind energy (200 M€)
  • Renewable hydrogen production through participation in European schemes such as the EIB's "Auction as a Service" auction (up to €450 million)

Axis 2 | Integration of energy transition solutions into the economic fabric

A blog with a strong technological focus, which groups lines for:

  • Repowering of wind farms and mini-hydroelectric power plants ≤10 MW (300–350 M€)
  •   Reversible pumped storage systems (100 M€)
  • Innovative renewables with thermal or electrical storage , such as geothermal, biogas or marine energy (€150 M)

This axis will include a ministerial order to extend execution deadlines beyond 2026 for complex projects that require technological maturation or specific environmental permits.

Axis 3 | Boost to electric mobility

With an estimated budget of up to €250 million , this block provides for:

  • The MOVES Corredores program to deploy charging infrastructure on major roads (150–200 M€)
  • Lines to electrify light and commercial fleets , especially in urban and logistics areas (€50 million)

These measures seek to consolidate the basic infrastructure for zero-emission mobility, improving service on a state scale.

Axis 4 | Thermal solutions and industrial decarbonization

Finally, this axis focuses on the replacement of fossil sources in thermal uses:

  • Calls to transform fossil cogeneration facilities into electrified renewable systems (€40–75 M)
  • Projects for the deployment of heating and cooling networks in urban environments or industrial estates (up to €75 million)

With these instruments, the aim is to promote the electrification of thermal demand , in line with the objectives of the PNIEC 2023–2030.

Temporal flexibility and regulatory security

One of the key novelties of the new package is the possibility of executing projects beyond the PRTR horizon (August 2026), provided that they fall within the CISAF regime approved by the European Commission. This represents a relevant change for sectors with highly complex projects : it allows structural investments to be planned with more margin, regulatory stability and budgetary certainty.

Implications for local businesses

Although the specific calendar of calls has not yet been published, the aid package opens a strategic window for Catalan companies —and especially those from Tarragona— to position themselves in the energy transition value chain.

Industries active in the manufacture of energy equipment, water management, transport, logistics or renewable generation can identify a clear opportunity in these areas to:

  • Strengthen local productive capacities
  • Develop technological and energy transformation projects
  • Participate in consortia aimed at green innovation
