The Government, through the Catalan Energy Institute (ICAEN), has opened the 2025 edition of the MOVES III aid line, endowed with 65 million euros and intended to subsidize the acquisition of electrified vehicles and the installation of charging points for electric vehicles.
These grants, which can be requested on the ICAEN website from tomorrow, Tuesday, will be valid until December 31 of this year or until the budget is exhausted, and the procedure for requesting them incorporates measures to simplify and expedite processing.
The 2025 edition of the MOVES III program provides for:
- Aid of between 700 and 9,900 euros for the acquisition of alternative propulsion vehicles (electric, plug-in hybrid or fuel cell) for individuals and self-employed persons, depending on the type of vehicle, whether the old vehicle is scrapped and the applicant's conditions.
- Grants of between 20% and 80% for the installation of charging points.
- Individuals may request aid for vehicles they have acquired since January 1 of this year.
The new call incorporates new procedures and requirements for grants, in order to make them more agile and faster. Among other improvements, it is worth noting that:
- An HTML application form with automatic validations has been enabled, replacing the previous PDF version.
- The obligation to attach the registration certificate has been eliminated for residents in municipalities with fewer than 5,000 inhabitants.
- The certificate of legalization of the installation has also been eliminated in the event that authorization is given to consult it internally.
- The information required about the dealership where the vehicle is purchased has been reduced.
- Simplified justification will be allowed.
These measures are in addition to the actions to improve and strengthen the processing of the previous MOVES III call in order to reduce the deadlines for granting, justification and payment.
The action is part of the Electric Vehicle Promotion Plan 2025-2030, promoted by the Government and which aims to accelerate the implementation of electrified vehicles in Catalonia, achieving 180,000 new registrations of electrified vehicles, the creation of 9,000 new charging points owned by the Generalitat and the saving of 470,000 tons of CO₂. In total, the Government plans to invest 1.4 billion euros in this program.
MOVES III has already contributed to the acquisition of 28,000 electric vehicles
To date, the MOVES III programme in Catalonia has contributed to the acquisition of 27,855 vehicles and the installation of 26,927 charging points, mobilising an investment of more than 1.1 billion euros. The MOVES III programme had so far had a budget of 287 million euros, after having increased the initial allocation four times due to the good reception of the measure. In total, the ICAEN has received more than 61,000 applications linked to this call.
The objective of this aid line is to advance the decarbonization of the transport sector, and is aligned with the transition process towards a new, cleaner, democratic and sustainable energy model that the country is experiencing and with the climate emergency situation declared by the Government of Catalonia. More than 100,000 electric vehicles have already been registered in Catalonia, of which almost 70% are pure electric and the rest are plug-in hybrids.
Electric vehicle promotion plan 2025–2030
The Government has launched the Electric Vehicle Promotion Plan 2025–2030, which is a key instrument in increasing the purchase of electric vehicles and charging point installations.
This Plan is structured into five axes of action, through which 20 measures will be deployed to achieve the following objectives:
- Triple the rate of electric vehicle penetration in Catalonia in order to reach the European average levels.
- Double the current deployment of charging stations and points, especially with regard to fast and superior chargers.
- Achieve 90% electrification in the Generalitat's fleet
- Increase knowledge about the benefits of electric vehicles among the target audience.
- Strengthen the value chain of the related Catalan industry.
- Establish and consolidate public-private governance.
