Use of incident books and order books

The book must be provided by:

- The professional association to which the technician who approved the health and safety plan belongs.

- The Office of Project Supervision or equivalent body in the case of public administration works.

They have access to this book and may make notes relating to the purposes of control and monitoring of the health and safety plan:

- The facultative direction of the work,

- contractors, subcontractors and self-employed workers,

- The people or bodies with responsibilities in matters of prevention in the companies involved in the work,

- Workers' representatives,

- The technicians of the specialized bodies in matters of safety and health in the work of the competent public administrations.

The order book and assistance in building works is regulated by the Ministerial Order of June 9, 1971, currently under review, but which is still in force today.

The Technical Building Code establishes that the mandatory documentation for monitoring the work is at least:

- The order book

- The incident book

- Annexes and modifications authorized by the director of the work

- The license, the opening of the work center and, where applicable, other administrative authorizations

- The final work certificate

And that once the work has been completed, the documentation will be deposited by the construction manager in the corresponding professional association or, as the case may be, in the competent public administration to ensure its conservation.

It digitizes a process that until now had to be done on paper.

Current regulations do not establish any specific model or format for the construction work incident book, as it only regulates the functions and purposes for which it is to be used. The electronic incident book is an alternative and non-exclusive modality to the paper book. It can coexist with the book on traditional paper, but in no case on the same work.

Like the paper book, what does expressly regulate the rule is that it must be provided by the professional association to which the technician who approves the health and safety plan belongs, or by the supervisory office of projects, in the case of the Administration; therefore it is necessary that there be a control over its expedition.

The incident book is a management tool for the prevention of occupational hazards at work. Providing an application that allows the use of the tool in electronic format facilitates management and promotes communication and interrelationship between the different agents involved in the work, which translates into an improvement in health and safety conditions.

The Department of Labor, Social Affairs and Families, in the line of promoting actions that seek to simplify procedures and give impetus to the use of electronic means, in order to achieve a use of new technologies so as to facilitate and expedite procedures and interrelationships, supports initiatives aimed at developing the electronic incident book as an alternative modality and not excluding the paper book.

Opinion of the members

The 100 percent of members surveyed who use digital books would recommend it, giving a maximum score in the assessment, as it avoids moving to the College, the elimination of paper, the geolocation of works and the fact of being able to incorporate graphic documentation.

In terms of degree of utilization, 100 percent of collegiate members use the digital order book and the digital incident book is used by eighty percent of collegiate members.

The tools developed by Enginyers Tarragona in order to be able to process the Order Books and incident books in digital format instead of the paper format, can represent an important help for the facultative direction of the work and the coordination of the health and security.
