Aid program for the energy rehabilitation of buildings. PREE

Are you thinking of improving the energy efficiency of your home, building, or business?

You can still apply for PREE grants for the energy rehabilitation of buildings until 31 July or when the available budget is exhausted.

Below you will find a summary of the most relevant information on the regulatory bases for each of the eligible actions:

Option A: actions in existing buildings:

  • Single-family housing buildings
  • Buildings of collective residential typology of housing
  • Buildings of any other use (administrative, sanitary, educational, cultural, etc.) (article 2.1 of the Law of Ordenación of the Edificación (LOE))

Option B: actions on one or more homes or premises in the same building, considered individually or on parts of a building.

Requirements for actions:

Improve the total energy rating of the building by at least one letter measured on the scale of carbon dioxide emissions (kg CO2 / m2 year). This criterion will not apply in the following cases:

  • When the building has an energy rating of A and improvement measures are proposed.
  • In buildings of any other use for option A or B, which do not have a procedure for their energy rating. It will then be necessary to reduce its final energy consumption by 20% as an effect equivalent to the improvement of a letter.

Achieve a minimum final energy consumption reduction of 10% with respect to the starting situation.

Types of eligible actions:

  • Improving the energy efficiency of the thermal envelope.
  • Improving energy efficiency and the use of renewable energies in heating, air conditioning, ventilation and domestic hot water installations.
  • Improving the energy efficiency of lighting installations.

Aid granted to those final recipients who are companies or carry out commercial or commercial activity, and the state aid regulations are applicable to them, for the realization of investments destined to energy efficiency measures and for the promotion of energy from renewable sources will be subject to the requirements and limits set out in Commission Regulation (EU) 651/2014.

They will not be eligible:

  • Those made in newly built buildings
  • Extensions (surface or volume)
  • Change of use

According to Royal Decree 737/2020 of 6 August, the beneficiaries are the Autonomous Communities, as they are the ones in charge of processing the aids and sending them to their final recipients, which are as follows:

Last recipients of the aid (tax residence in Spain):

  • Natural or legal persons of a private or public nature who are owners of existing buildings (or parts of the building in the case of option B) intended for any use.
  • Communities or groups of owners of residential buildings for residential use (article 5 of Law 49/1960, on Horizontal Property).
  • Owners who are group owners of buildings (article 396 of the Civil Code) and without a title deed of horizontal ownership.
  • Companies that operate, lease or concessionaire buildings (through a long-term contract in force) that gives them express power to undertake the refurbishment works that are the subject of the action.
  • Energy service companies (ESEs). They will have to act based on the contract with the property and carry out the investments.
  • The city councils, the provincial councils, the institutional public sector of any public administrations or equivalent local entities, and the Commonwealths or groupings of Spanish municipalities.
  • Local energy communities, renewable energy communities and citizen energy communities, according to Directive 2018/2001, Directive 2019/944 or Royal Decree-Law 23/2020.
