Those of us who live in these developed countries must be able to replace indifference and the alleged impotence for a determined involvement in two high-priority objectives: one, to make the welfare that we have achieved sustainable; the other, contribute to diminish the great world imbalances, especially as regards basic issues such as food, health, education, technology, own resources management and peace stability.
The achievement of these goals, however, can not be considered by appealing only to solidarity among peoples or in the name of human charity, since reality shows us, especially hard, that there are who It makes the most of these messages to increase the benefits of those who have more, creating an ever greater chasm among rich peoples and poor people
We must recognize that the universalization of access to information is producing a spectacular and emerging change that, apart from ethical positions, makes the persistence of great imbalances unsustainable. You just have to imagine what happened to the human mind of those who suffer from hunger and hardship by being able to learn through means of information about how you live in other places of the geography of a world that the same means tell them which is also yours
This circumstance will probably imply that successful initiatives will succeed only where everyone wins. It is for this reason that, without ambiguity and without hypocrisy, the time has come to agree an international synergy strategy to safeguard the well-being of developed countries by guaranteeing the basic needs of Third World countries.
The organizers of the program of activities that you have in your hands - in the framework of the Forum of Cultures Barcelona 2004 - we do not want to carry out a punctual event reassuring of consciences. We are interested in a Situation Analysis Conference on welfare, with the contest of people who, due to their professional and human career, connect with the objectives of this initiative. And we want to define a Declaration of Tarragona that, from the most sincere modesty, is the beginning and not the end of a promotion of possible solutions, with the capacity to attract followers and, above all, to throw a message: "Without getting the universalization of basic well-being, none of the developed countries will be able to maintain their well-being "
